Look for queries with impressions but weak coverage, rankings in striking distance, unexpected vocabulary and pages that appear for broader topics than originally planned. Improve an existing page when intent is the same. Create a new page only when the query represents a distinct destination. That keeps expansion tied to real search behavior rather than speculative page counts.
